AI inbox triage, artifact tasks, and a redesigned chat layout
The inbox now uses AI to triage incoming items, artifacts get a dedicated task type, and the chat view gets a refreshed top-nav layout.

- AI Inbox Triage (Phase 1): the inbox now uses AI to triage and prioritize incoming items, with a settings UI to configure triage behavior.
- Artifact tasks: a new task type with dedicated UI and a runtime pane for viewing and managing artifacts inline.

- Skills now support live update, read, delete, and list operations via a live MCP registry, and the Presentation skill is now built-in.
- Redesigned chat layout with a refreshed top nav; the composer gains right-panel toggles and a context button.
Fixes
- Fixed an MCP server crash on startup for projects without built-in agents, and the project open dialog now respects your locale.
- Theme and appearance settings are no longer conflated; feedback links now point to GitHub Issues.
